The heavy chip and tar actually stops at Houcks Rd (@ Houcks Mill Rd). To by-pass this section, go on Rt23 and make a left on Houcks. It will end at Houcks Mill where the chip and tar end and make a right at the T to continue towards Old York Rd.

The problem that Bill and Mark are talking about on Houcks Mill Rd is on the Harford County section of the road.  The county left piles of loose stones everywhere so it's very dangerous for bicyclists and motorcyclists.  Another possible detour is to head south on Jarrettsville Pike then take a right on Pocock Rd.
